Camacho allows Shai to post property bond

The Superior Court allowed Tinian Department of Finance resident director Edward Dela Cruz Shai yesterday to post a property bond. He was arrested on Friday for allegedly submitting false travel documents in order to cash per diem checks for his personal use.

Associate Judge Joseph N. Camacho granted defense attorney Joaquin Arriola’s motion to modify the $10,000 cash bail and instead allow him to post a property bond.

Camacho found Shai’s wife suitable to serve as a third-party custodian.

Shai was required to appear at hearings and surrender his passport, among other conditions.

Office of the Public Auditor legal counsel George Hasselback did not oppose the motion to modify the bail and have Shai’s wife declared as third-party custodian.

Arraignment will be on May 19 at 9am.

Shai, 50, was served Friday with an arrest warrant on Tinian on charges of theft by deception and misconduct in public office.

OPA investigator Juanette F. David-Atalig stated in her report that Shai submitted a total of 47 travel authorizations from 2011 to 2014. She said almost all of these travel authorizations were to travel to Saipan, supposedly to meet with various government officials for department matters.

OPA learned that the officials, however, denied they ever met with Shai.
