Implement the 10MW solar power plant now

This is an open letter to Mr. Allan Fletcher, CUC executive director. Mr. Fletcher, since the interconnection study is done by your consultant, there is no more reason for you and your agency not to complete the contract negotiation with American Capital Energy for the winning proponent on the first request for proposal for the financing, development, and operation of 10MW of solar photovoitic electrical generation to be installed in Saipan and Rota. ACE was properly evaluated and was ranked responsive and ranked No. 1, among other proponents. CUC then invited ACE for a best and final offer with CUC, and both parties agreed with a rate to be sold to CUC at $0.18/KWH.

ACE will provide the funding to build and operate the power plant at no cost to CUC.

I don’t understand why you’re telling the public that price of kWh is expensive when all CUC has to do is buy the power through a power purchase agreement. Stop scaring the public that $0.18/KWH is expensive when CUC’s current dinosaur diesel engines are costing the consumers an arm and a leg in the amount of over $0.45/KWH.

Stop the study and complete the ACE contract negotiation so the people of Saipan can realize some savings in their electric bills!
