Ex-convict on federal probation found using ‘ice’

A man who is federal probation after serving a prison term for joining six prisoners in a hostage drama at the Department of Corrections in 2009 was found using methamphetamine or “ice” and drinking alcoholic beverages.
For violating the terms of his supervision, the U.S. Probation Office recommended to the U.S. District Court for the NMI on Monday to modify the conditions of supervision by prohibiting Arcel Lizama Basto from drinking any alcoholic beverages.
U.S. District Court for the NMI Chief Judge Ramona V. Manglona granted the U.S. Probation’s request.
U.S. Probation Officer Gregory F. Arriola stated in his petition that Basto tested presumptive positive for “ice” use during a drug test on Dec. 3 and 21, 2013.
When confronted with the results, Basto allegedly admitted to using the illegal drugs on Dec. 3 and 17 apparently due to personal issues.
Arriola said results of breathalyzer test conducted on Basto on Dec. 13 showed a .086 blood alcohol content. Basto allegedly admitted drinking alcoholic beverage on Dec. 12 and Dec. 17.
Arriola said Basto also admitted on Friday that he had been associating with convicted felon Ryan T. Babauta and had been carrying a knife for protection.
Arriola said he warned Basto that if his behavior continues, this will result in the possible revocation of his supervised release.
Basto was among seven prisoners who held a 14-hour hostage drama at DOC in Susupe in March 2009. As a result of the hostage taking, the federal court slapped him with a 180-month prison sentence and five years of supervised release. His supervision commenced on April 19, 2013.
