Barcinas, David join OAG

The Office of the Attorney General recently welcomed Heather Pinaula Barcinas as assistant attorney general and George Fleming David as an investigator.
This will mark Barcinas’ second tenure with the OAG as she had previously worked as a paralegal at the office for five years. In addition to her paralegal undertaking, she was a certified grants writer. Barcinas also served as the Family Courts coordinator at the Family Court Division of the CNMI Judiciary. She holds a bachelor’s degree in Criminal Justice and Public Administration from the University of Guam and a Juris Doctorate from Thomas M. Cooley Law School in Lansing, Michigan. Barcinas is licensed to practice before all CNMI courts.
“I am excited and happy to be back at the AG’s Office,” stated Barcinas.
David brings with him a wealth of knowledge in law enforcement. He began his career as a police officer with the Department of Public Safety and ended his 10-year term with the department serving as an investigator. David served as a police officer for the Naval Base in Guam and most previously, as a Federal Court security officer with the U.S. Marshals Services. David completed the 16th Police Academy Basic Training Cycle, in addition to receiving extensive training from the Asia-Pacific Canine, Sacramento Police Department, and the Family Violence Task Force. With the passion and drive he has for the area of investigative work, he declares “I’m excited and eager to be back in the investigation field.” His goals are that of “cleaning up corruption and keeping the island safe.”
