Man allegedly tries to leave NMI despite his pending criminal case

A 52-year-old man who has a pending criminal case and said to be jobless and displaying signs of depression was arrested at the Saipan International Airport on Wednesday last week for allegedly trying to leave the CNMI.
CNMI court marshals picked up Wu Zhao Chuan, a Chinese national, at the airport after airport authorities alerted them to Chuan’s flight plan.
At a hearing on Wednesday afternoon, Superior Court Associate Judge David A. Wiseman imposed a $25,000 cash bail for Chuan’s temporary release.
According to court records, Chuan has been charged with criminal mischief and disturbing the peace, arising from an incident on June 3, 2013, at a barracks in San Antonio. A neighbor asked for police’s help after Chuan appeared to go crazy and threatened him once with a metal pipe. Chuan also allegedly used the metal pipe to hit the walls in the barracks, punching big holes into the wooden walls. The defendant moved to the barracks last year and had been unemployed since then. The neighbor said that Chuan could often be seen talking to himself.
Following the neighbor’s complaint, police arrested Chuan on June 3, 2013. After his release on bail, he failed to appear at his hearing on June 18, 2013, prompting the court to issue a bench warrant for his arrest.
When Chuan failed to appear for his arraignment on July 1, 2013, the court activated the June 18 bench warrant.
It was not clear whether the defendant has a passport.
