Social impacts in the Kagman community

Dear Commissioner James Deleon Guerrero: It is quite alarming to read the papers about a daok seedling stolen from the Kagman Community Center that was planted by the Saipan Rotary Club. It is further disturbing that the area is a government facility that has no means of public and property protection and the lack of efforts to deter blatant offensive acts committed by our own people. Furthermore, just after disposing of illegal trash dumping at the Forbidden Road, we learned that our very own citizens literally disregarded our efforts and continue to illegally dump their trash at the very same place.

Just last night as I was driving from Kagman around 10pm, I saw school children roaming the streets as if there is no school tomorrow. Driving down Kagman Road, a pickup truck (teenagers drive trucks) flashed by me as if it is a drag strip. A few days ago in the early morning hours, I listened to a screeching vehicle and burning rubbers as if Isa Drive is Indy 500. It is very obvious that we need public protection in these areas to ensure the safety, security, and livability of the community.

These being said, I respectfully urge you to revisit our previous dialogue to implement public safety and Neighborhood Watch programs in the Kagman community. I stand ready to continue our dialogue to implement programs badly needed and vital to improve the sanctity and spirit of our people.
