The Joeten-Kiyu Public Library is currently developing its Five-Year State Library Services and Technology Act Plan or LSTA Plan that would reflect the island community’s needs and goals in the delivery of library and technology services in the Commonwealth.

The LSTA Plan for 2013 to 2017 should reflect six themes: public access to information, library capacity building, lifelong learning, human services, employment and economic development, and civic engagement.

Executive director John Gonzales said this plan will be approved by the CNMI Library Council before it is submitted to the Institute of Museum & Library Services by June 30.

As part of the plan’s development process, Gonzales said the Joeten-Kiyu Public Library is seeking input from elected and education officials. Gonzales is urging Rota Mayor Melchor Mendiola, Tinian Mayor Ramon Dela Cruz, and Education Commissioner Rita Sablan to submit inputs and identify goals regarding library-related technologies, media, and infrastructure.

Part of the library’s plan is to give patrons access to e-books subscription through library cards, uninterrupted interisland connectivity and library circulation automation, and continuous trainings to build local capacity.

Gonzales encouraged Dela Cruz, Mendiola, and Sablan to consult with their libraries, IT professionals, public and private educational entities, and other stakeholders to obtain input for submission.

He said feedbacks and goals need to be SMART: simple, measurable, achievable, realistic, and time-sensitive.
