Tension at DOC over Mafnas’ reinstatement
While Department of Public Safety personnel are happy over the ouster of Ramon C. Mafnas as DPS chief, it is still not clear what specific action the staff at the Department of Corrections will be initiating today, Monday, the day Mafnas is expected to resume his previous post as DOC commissioner.
Some Corrections personnel, who asked not to be identified, said Friday that one of their plans is to proceed to the Office of the Governor today to express their strong objection to Gov. Benigno R. Fitial’s decision to reinstate Mafnas as Corrections chief.
A Corrections staff said yesterday that they are still hoping that Fitial will reconsider and rescind his directive. The Corrections staff added that Mafnas should not accept the position and realize that he is also not welcome at the department.
A Corrections official on Friday expressed disappointment with Mafnas’ reinstatement at the department.
“We at [Corrections] were the first victims of Mafnas. We don’t like the way he treated us here,” the official said, adding that many Corrections personnel just kept quiet in fear of retaliation.
Mafnas was first appointed Corrections commissioner and subsequently tapped as DPS commissioner.
A petition for Mafnas’ removal from DPS spearheaded by Police Capt. Pete Leon Guerrero prompted Fitial to put Mafnas on administrative leave.
On Thursday, the governor removed Mafnas as DPS commissioner but retained him as DOC commissioner.
