Inclusion of foreign workers in Saipan ID system pushed

Rep. Ray Yumul (R-Saipan) introduced yesterday a local bill that seeks to include foreign workers in the definition of a person authorized to apply for a Saipan resident identification card.

His still unnumbered local bill also amends the definition of “Freely Associated States” to include the Federated States of Micronesia and the Republic of the Marshall Islands.

Yumul said local banks, stores, and other business establishments require proper identification in order to cash personal, government, company and other checks.

There are instances when Saipan residents, either U.S. or non-U.S. citizens including foreign workers, are required to provide two forms of ID cards to properly identify themselves. This is why Yumul introduced the local bill.

His local bill amends 10 CMC 30301 to add a new definition: “A lawfully employed foreign national worker who is residing on Saipan for a contract term of not less than one year.”
