Alleged ‘ice’ trafficker on Tinian falls

Police arrested Wednesday a suspected trafficker of methamphetamine or “ice” on Tinian.

Luis Cruz Cepeda, 48, was taken to the Superior Court on Saipan yesterday morning for his initial court appearance on charges of illegal possession and trafficking of a controlled substance.

Associate Judge Kenneth L. Govendo kept Cepeda’s bail at $30,000 cash as the court had earlier imposed. Preliminary hearing will be on April 19 at 9am.

Drug Enforcement Task Force detective Steven Castro stated in his report that they were able to buy $100 worth of “ice” from Cepeda using a “cooperating source” at his farm on Tinian on Dec. 30, 2011. Castro said the “cooperating source” told him and police detective Dennis Reyes on Dec. 8, 2011, that he had purchased “ice” from the defendant in the past.

The CNMI Drug Enforcement Task Force and the Department of Public Safety’s Criminal Investigation Bureau conducted the sting operation against Cepeda on Dec. 30, 2011.
