Fitial names Rosario to Election Commission board
Gov. Benigno R. Fitial has appointed Joseph P. Rosario to the Commonwealth Election Commission board. The appointment requires the advice and consent of the Senate.
In a letter to Rosario, the governor indicated that the new member will represent Saipan and serve the unexpired term of Elizabeth DLG. Aldan, which will expire on Aug. 8, 2013.
Aldan quit her post in August 2011 after 11 years of serving the election board.
Pursuant to the law, Rosario is required to file a statement of financial interest with the public auditor and provide copy of his resume, police clearance, drug test receipt and result to the Senate before his confirmation.
Fitial said the administration is confident that Rosario is qualified and will be an asset to the election board. A letter of endorsement was also sent by the governor to Senate President Paul Manglona asking for the Senate’s favorable action on Rosario’s appointment.
The CEC board has nine members, five of whom represent Saipan and two each represent Tinian and Rota. Each member is assigned a four-year term. At present, there are three vacancies on the commission. Current members include Frances Sablan, Jose Kiyoshi, Jesus Sablan, Leilani Manglona, Antonio Agulto, and Josepha Barcinas.
During the re-election of Frances Sablan as board chairperson, she emphasized the need to fill all vacant board positions for the upcoming election. She then told Saipan Tribune that she will submit recommendations for these vacancies.
Compared to other board and commissions, the electoral board needs three quarters of the full membership to pass a decision, which means 6 to 7 members are needed to vote in the affirmative. Five members are needed to be present in order to get a quorum.
