Ex-cop allegedly steals $3,500 from auto shop customer

Police arrested Monday afternoon a former police officer who allegedly stole $3,500 in cash by deceiving a customer of a car shop.

Police served the arrest warrant on Servando C. Regis in Finasisu on charges of theft, theft by deception, and theft by failure to make required disposition of funds received.

His bail was set at $7,500 cash.

The 37-year-old Regis was brought before Superior Court associate judge Joseph N. Camacho yesterday afternoon for his initial court appearance.

Detective Alexander Sakisat stated in his report that an employee of the Bureau of Motor Vehicle who is a sister of the victim first reported the theft incident to the Department of Public Safety on Tuesday, Feb. 21.

Sakisat said that preliminary investigation showed that the victim in this case is Emilio Santos and the suspect is Regis, a former police officer who now claims to be working for the TBK Auto Shop.

Santos claims that he made several payments to Regis totaling $3,500 for the repair of his car. Despite the payments, Regis allegedly never handed Santos any receipts.

Santos stated that, in one instance, Regis called him on Jan. 27, 2012, and again asked for payment. Regis allegedly instructed Santos to place the money inside an envelope and bring it to the Marianas High School Gymnasium at 5pm. Trusting in the fact that Regis is a former police officer, Santos did as instructed.

Two days later, Jan. 29, Santos went to the TBK Auto Shop to follow up on his vehicle. A worker at TBK told Santos that they never worked on his vehicle because they never got any payment.

The TBK worker said that Regis used to be a runner for TBK, but was no longer employed there. Regis allegedly quit his job because he had been “ripping off” customers and lying to them.

On Feb. 23, 2012, police detectives Sakisat and Jonathan Decena interviewed David Phan, the manager of TBK. Sakisat learned from that interview that Regis began working for TBK on Nov. 28, 2011, but he never returned after getting off from work on Jan. 24, 2012.
