Regents reinstate NMC chief financial admin officer post

Barely a month after Northern Marianas College president Sharon Y. Hart eliminated the chief financial administrative officer position, the post is back, reinstated by the Board of Regents during its last meeting.

The CFAO position was reinstated Thursday via a unanimous vote of members in consideration of the accreditation status of the college. Board chair Juan T. Lizama instructed Hart to hire a qualified candidate as soon as possible.

The Accrediting Commission for Community and Junior Colleges had expressed concern about NMC’s lack of a chief financial and administrative officer, citing it as one of the reasons for placing the college on continued probation status. The commission said that the position is vital to the college’s operation.

The dissolution of NMC’s finance and budget committee was another ACCJC concern. The board revived this committee last week, together with the programs committee.

NMC has until October 2012 to address all ACCJC concerns—at last count, numbering five—or its accreditation will be revoked.

The positions for CFAO and dean of community programs were eliminated early last month as part of management’s efforts to cut operational costs. A dean of administration was created to handle the tasks of the CFAO and other financial works at the college.

The last person to occupy the CFAO post was Roger Madriaga, who was hired on a limited term only. Upon the expiration of his contract, the post was terminated.

Hart earlier said that the decision to eliminate the CFAO post was in consultation with deans, managers, and governance council at the college. She also pointed out that NMC’s finance and budget office has enough competent staff to handle all finance works.

The board also adopted NMC’s organization chart, reflecting the reinstatement of the CFAO.
