Fitial to submit written report on 2011 State of the Commonwealth
Gov. Benigno R. Fitial will be submitting a written report to the Legislature on the 2011 State of the Commonwealth before the end of the year to comply with the annual report required by the CNMI Constitution, despite a proposal from the Senate for him to deliver an address on Feb. 14, 2012.
“The governor will submit a written report as mandated by the Constitution,” press secretary Angel Demapan said yesterday.
Fitial also submitted a written report to the Legislature in 2010 toward the end of the year, deviating from his previous years’ practice of delivering a SOCA mid-year.
Even if Senate President Paul Manglona’s Senate Joint Resolution 17-18 is adopted, it will be for the 2012 report, thus skipping 2011, which is not something the administration wants to do.
Senate Joint Resolution 17-18 also asks Delegate Gregorio Kilili Sablan (Ind-MP) to report on federal matters concerning the CNMI during a joint session of the House and Senate.
House floor leader George Camacho (Ind-Saipan) said yesterday that the House leadership has yet to discuss whether to request a SOCA or just a written report from the governor.
Article III Section 9 (b) of the CNMI Constitution requires the governor to report “at least annually to the Legislature regarding the affairs of the Commonwealth and new measures that are necessary or desirable.”
It says the report should include a comprehensive annual financial report.
