The news that the Saipan Mayor’s office has tagged and licensed some 1,165 dogs so far is commendable. With a fee of $10 per dog, the Mayor’s Office collected $11,650. If the tagged dogs represent 10 percent of all dogs on Saipan, then that means that the total dogs population is 11,650 (1,165/.10). Since, 1,165 has been tagged, the mayor’s office is a long shot to capturing and licensing the remaining about 10,500 stray dogs. It is surprising we have some 12,000 dogs in Saipan. Do we tag and license cats as well? It appears that the mayor’s office is just starting a snail pace to what looks like a never ending journey ahead for the control of unmanaged growth of domesticated animals in Saipan. And, we are not talking, just yet, about backyard husbandry of chickens, pigs, ducks, and other animals that do cause serious public health concern to people. Do we have to turn to drastic measures other than the conventional ways of spaying or castration to animals as an option to this problem? Otherwise, the mayor’s office is going to be forever inundated with this problem with no quick resolve than to humanely put these unwanted animals to sleep.
