A man who was arrested in August on charges of stealing a bush cutter from a house in San Roque was arrested anew over the weekend for allegedly harassing the victim and witnesses.

Nobert Taman Rios, 32, was taken to the Superior Court yesterday on charges of contempt of court and disturbing the peace. His bail was initially set at $1,250 cash.

Detective John D. Cabrera stated in his report that based on his interview with the alleged victim in the bush cutter theft case, he learned that on Sept. 26, 2011, at 1:30pm the victim accompanied a couple to the Commonwealth Health Center.

As the alleged victim entered CHC by the FCC Clinic, she was surprised to see Rios arguing with the couple.

The alleged victim learned from the couple that Rios had told them to tell her [victim] not to go to court and that “whatever she started he would finish.”

The alleged victim also told police that on Sept. 2, 2011, while she was driving her vehicle south along Chalan Pale Arnold Road in Tanapag, she saw Rios on the driver’s seat of a car that was parked in front of J&N Store.

As the alleged victim drove past the store, Rios allegedly gave her the middle finger.

Detective Cabrera said he also learned from the couple that Rios told the husband to back off and stop helping the alleged victim.

The couple are the landlords of the victim and witnesses in the theft case.

Rios allegedly blamed the husband for his detention, cussed at him, and called him names. Rios then allegedly turned to the wife, cussed at her, and called her a thief.

Detective Cabrera said at a hearing on Aug. 24, 2011 in the theft case, Superior Court associate judge David A. Wiseman allowed Rios to post bail.

Cabrera said among the terms and conditions of bail is that the defendant shall have no direct or indirect contact with the alleged victim.
