The CNMI State Plan Application for program year 2011 for the Senior Community Employment Service Program or the Title V Program under the Office on Aging has been recently approved.

Secretary Melvin Faisao of the Department of Community and Cultural Affairs said the approved grant is $330,000.

Faisao noted, however, that the amount is $100,000 lower than the previous approved state plan from the U.S. Department of Labor Employment and Training Administration, the grantor office, due to the continuing budget resolution of the U.S. Congress.

“The CNMI will now develop an alternative approach in order that the program will not be affected from this latest allocation of funds pursuant to the Continuing Resolution status,” he said via email.

According to Faisao, the Office on Aging “will prioritize a work plan to address recruitment procedure and primarily place the qualified participants” from the Title V Program to ensure that self-sufficiency as well as ability to perform their jobs at their respective host site.

Authorized by the Older Americans Act, the SCSEP or the Title V Program is a community service and work based training program for low-income persons 55 years or older who are unemployed and have poor employment prospects by providing them with subsidized, service-based training.
