Acting governor Eloy Inos appointed yesterday Joaquin S. Manglona as a member of the Public Utilities Commission representing Rota.

If confirmed by the Senate, Manglona will join Viola Alepuyo, the only member of the commission right now. He will serve a four-year term that will expire on July 21, 2015.

In his appointment letter, Inos said the administration is confident that Manglona is qualified for the position and will consistently devote his time and efforts to represent the interest of the Commonwealth.

The acting governor also appointed Tom Glenn Quitugua as a member of the Commonwealth Development Authority board of directors, representing Rota. If confirmed, his term will expire on April 21, 2015. Quitugua is a former member of the CDA board.

Two other individuals were also named to the Scholarship Advisory Board. Mark M. Manglona was named to the board representing Rota while Christopher Attao Conception was appointed to represent Saipan on the same body.

Unlike the other appointments, members of the Scholarship Advisory Board are not subject to Senate confirmation and their appointments have no expiration date.

The scholarship advisory board reviews application for student grants, student loans, and other programs administered by the Office of the Governor. The board also recommends objective standards for the award of student financial aid.

Pursuant to the law, all appointees are required to file a statement of financial interest with the public auditor and other prerequisite as required by the positions.
