Ex-CTC chair Fitzgerald seeks parole
James Michael P. Fitzgerald, former chairman of the defunct Commonwealth Telecommunications Commission who was sentenced in 2009 to five years in prison for stealing some $88,000 from CTC, is applying for parole.
The Board of Parole will conduct a parole hearing tomorrow, June 22, at 1pm at the Department of Corrections’ briefing/training room.
Fitzgerald had pleaded guilty to five counts of theft as part of a plea bargain. Twenty-three more theft charges and a charge of misconduct in public office were dropped.
Fitzgerald started serving his sentence on April 15, 2009. If not granted parole, he is to be released on April 14, 2014.
Another parole applicant is Oscar Reyes Babauta, who pleaded guilty in February 2002 to murder in the second degree for shooting his cousin on Feb. 1, 1997. Babauta was sentenced to 27 years in prison.
The third parole applicant is Elaine Quitugua Terlaje, a former Commonwealth Utilities Corp.’s Credit and Collections Division supervisor, who was sentenced to three years in prison for her involvement in a disconnection scam.
The Board of Parole will also hold a hearing to revoke the parole granted to Ignacio M. Leon Guerrero, who was arrested in May 2007 for allegedly burglarizing the Hakubotan Building in Chalan Laulau.
