House OKs bill transferring funds to DPH, Immigration

The House of Representatives yesterday passed on an 18-0 vote a bill clarifying which outside general fund sources the Department of Public Health qualified operational expenses are to be transferred to.

House Bill 16-24 allows up to $3.5 million to be used for operational expenses of the Department of Public Health to supplement its budget for operations.

The bill, introduced by Rep. Ray N. Yumul, also allows up to $400,000 to be used to cover the personnel expenses of the Division of Immigration up to Sept. 30, 2009.

The House also rejected amendments to the Smoke-Free Air Act of 2008 which was passed by the Senate on April 15. Members, however, passed a motion for a conference committee.

In yesterday’s session, the House debated on a bill imposing a criminal penalty against any government official for his failure to remit employer contribution to the Retirement Fund.

The members referred House Bill 16-236 to the House Committee on Judiciary and Governmental Operations chaired by Rep. Rosemond Santos.

Under Rep. Ray N. Yumul’s bill, any person who fails to pay or remit contributions to the Fund is guilty of misdemeanor, and upon conviction may be fined not more than $2,000 and imprisoned for not more than a year.
