Of $22M CIP since ’06, PSS spends $18M

Of the $22 million the Public School System has received in Capital Improvement Project funding since 2006, $18 million has been spent, according to documents the school system provided to the Legislature.

A large portion of unused funding comes from federal CIP grants and money appropriated under law to Tinian High School to fix their transformer. According to the documents, the $1.2 million federal CIP funding should be expended by Aug. 30, 2009. PSS is expecting to receive the environmental permits this month in order to proceed with the projects. The school system is also waiting on environmental approval to move forward with the $1.2 million transformer project, according to the documents.

PSS provided the CIP documents to the Legislature after House Speaker Arnold Palacios requested them.

Last year, Gov. Benigno R. Fitial reprogrammed $1.2 million in CIP money for immediate repairs in 20 public school facilities. From the figure, $66,000 was appropriated to GTC for termite control and electrical upgrades. Since the cancellation of the project from the community development block grants, PSS was asked to re-appropriate $1.2 million to accommodate the GTC renovation.

Of the 77 CIP projects PSS has undertaken since 2006, 18 still have a balance of funds, totaling $4.64 million.

Twelve projects are systemwide projects, with six of them complete. Of the 16 projects on Rota, six are complete. On Tinian, three of the six projects have been finished. Twenty-six of the 42 projects on Saipan have been completed.
