Ex-convict who likes to assault people when hungry ordered to leave CNMI

An ex-convict who was accused of attacking a minor girl with a broken bottle because he was hungry was given a jail sentence of 11 months and seven days.

Superior Court Associate Judge Ramona V. Manglona sentenced 29-year-old Jerry Derson Ramon to one year in prison, all suspended except for 11 months and seven days, for the lesser-included offense of assault and battery.

Manglona gave Ramon credit for the time he already served in jail.

Accordingly, the judge ordered the immediate release of the defendant from the Department of Corrections’ custody.

Manglona said Ramon shall depart from the CNMI at his own expense within three months of the entry of his plea agreement.

She said the defendant is prohibited from re-entering the CNMI for three years.

Ramon, a citizen of the Federated States of Micronesia, was placed on three years of supervised probation and required to pay a $25 court assessment fee.

While in the CNMI, the defendant is not allowed to possess nor consume any alcoholic beverage.

Ramon and counsel, assistant public defender Douglas Hartig, entered a plea agreement. The defendant pleaded guilty.

The plea agreement stated that on Jan. 20, 2008, the defendant assaulted the then 17-year-old girl.

Police said Ramon approached the girl at the beachside and swung a broken soju bottle at her.

The girl blocked it with her hands, injuring her right palm. She screamed for help, prompting the defendant to run away.

Ramon entered a poker arcade, but the security guard asked him to leave because of previous incidents of harassing customers.

Responding police officers arrived and subsequently placed the defendant under arrest.

Ramon admitted attacking the girl apparently because he was hungry and wanted to be arrested.

Police said the defendant was arrested before for the same offense—creating problems when starving so he would get arrested.

In March 2006, Ramon was given a 132-day prison term for stealing a case of beer and four bottles of liquor from Pacific Gardenia’s Sunset Bar and Grill in Chalan Kanoa.

Ramon was arrested many times for burglary and theft cases.
