Police arrested a member of the Senate’s sergeant-at-arms for allegedly verbally harassing a police sergeant and hitting another police officer along the side of a road on Capital Hill Monday midnight.

Jose Philip Sablan, 28, was arrested for assault and battery, resisting arrest, obstructing justice, and disturbing the peace.

Department of Public Safety spokesperson Lei Ogumoro said police detected a strong odor of alcohol coming from Sablan.

Ogumoro said that on Monday at 12:22am, while conducting routine patrol, police officers reported to DPS a domestic incident along the side of Isa Drive next to Sarah Market.

Preliminary investigation showed that a car was parked on the shoulder of the westbound lane with the driver’s door open. A man, later identified as Sablan, was standing outside the driver’s side. A woman was observed sitting and crying on the grass near Sablan.

Police officers separated Sablan and the woman in order to conduct a field investigation.

The woman refused to talk to the police officers. Sablan allegedly verbally harassed the police sergeant, who was interviewing him.

The police officer told Sablan to calm down. He, however, also allegedly harassed the officer and made verbal threats.

This prompted the police officer to arrest Sablan for obstruction of justice.

Sablan then allegedly resisted arrest, prompting the officer to use a pepper mace on him. Sablan then allegedly swung his arms, hitting the officer. Other officers helped control the suspect.

Sablan was eventually restrained and handcuffed after being sprayed with pepper mace again.

While being transported to the Department of Corrections, Sablan made threatening remarks to police officers, according to Ogumoro.
