Useless driver’s licenses

I’m having a problem changing my CNMI driver’s license (new issue; hard type) to Washington’s. I was told that such driver’s license doesn’t meet their standards or whatever and that I need to contact the CNMI Bureau of Motor Vehicles, which I did.

My concern is that I need to pay $20 for my traffic clearance at the Clerk of Court and obtain an abstract from BMV. Why issue such a fancy driver’s license when they’re useless in other parts of the world? It is very clear that whoever’s in-charge of the issuance of CNMI driver’s license is not doing the job correctly. I feel so stupid to pay for the extra $20 from my empty pocket to get my traffic clearance just because of a simple silly mistake from someone who don’t know what he or she is doing.
