Two issues for Bordallo
There are several issues that I would like to discuss with you in hopes that you can provide some assistance to the Commonwealth. The first is the issue of military buildup in Guam and the CNMI. As you may already know, our businesses in the CNMI and Guam stand to have all sort of opportunities in acquiring federal contracts during the buildup. In the past, most of these contracts were awarded with preferential treatment to companies of Native Americans ownership. This leaves out companies owned by native Chamorros/Carolinians in Guam and the CNMI. Is there a way for us to change this to include Guam and the CNMI as Native Americans, similar to Alaska and Hawaii? After all we will be greatly impacted by the buildup and it just makes sense that we are also accorded preferential treatment in the award of federal contracts.
The second issue is the federalization of CNMI Immigration legislation. Although I personally am in favor with most of the legislation, there seem to be a problem with our immigration employees who will be displaced as a result of its implementation. While Congress discussed at length the plight of alien workers, no one discussed the plight of CNMI immigration employees. Is there anything that Congress can do to rectify this impending displacement?
