‘Open up CPA chief’s job to new applicants’

Rota Sen. Paul Manglona (R), responding to concerns over the salary the acting Commonwealth Ports Authority executive director might receive, said Monday the agency should “open up” the job to other applicants who could be more qualified.

Reports surfaced Monday that Efrain Camacho, CPA’s acting executive director, is negotiating with the government in a bid to win an exemption from a salary cap imposed by local laws that could net him a salary of $100,000 or up to $170,000.

In an interview, Manglona suggested that if Gov. Benigno Fitial plans to pay any new CPA director more, the government should take applications to find someone with more experience in financial management and dealing with federal agencies.

“If we’re going to pay above the cap, why don’t we advertise the job opening?” Manglona said. “That way, we’ll have a selection of people to choose from.”

Manglona noted the new director will have to address major financial issues at CPA and develop relationships with the Federal Aviation Administration, tasks that require an experienced candidate.

“With all due respect to Mr. Camacho, if we’re going to pay the director more, let’s open it up,” Manglona said. “It’s my hope the CPA board will advertise the position.”

Camacho refused to answer questions Monday. Neither CPA staff nor the chairman of CPA’s board responded to a request for an interview at press time.
