Fitial nominates Prater to CPA board, withdraws Cruz

Gov. Benigno Fitial has nominated Margarita Prater to serve on the board of the Commonwealth Ports Authority but at the same time, he has withdrawn his nomination of Edith DLG Cruz.

In two Aug. 21 letters, Fitial said Prater will be an “asset” to the board and noted that he has pulled back Cruz’s nomination for undisclosed reasons.

Earlier this year, Fitial dissolved the CPA board, saying the ports authority was on the verge of a technical default on its multi-million dollar airport revenue bond and that the board had failed to implement measures to prevent it.

CPA has now a functional board of directors after the Senate last week confirmed the nomination of three members; former senator Thomas “Kiyu” P. Villagomez, former representative Benigno M. Sablan, and retiree Fermin Sakisat.

Fitial also included in the swearing in former CPA board chair Joe Lifoifoi. Lifoifoi does not need to be confirmed because the administration asked him to continue service on the board.

Barry Toves, representing Rota, has yet to be confirmed.
