Autonomous conceptual construct
The idea of “autonomous conceptual construct” refers to a person’s conscious perceptual view and meaning of object words and subject words. The syntactical and contextual markers organized and placed in ruled order in the sentence and paragraph that follow discloses the intent, stereotype, interpretation, and meaning expressed by the speaker or writer. When the written words are perceived exactly in the manner and purpose the speaker or writer expresses, the communication is reciprocally balanced, purposeful and meaningful. But, this in a nutshell only represents the ideal communication, and problems do occur more often than not where speaker and hearer engage in miscommunication. When a writer confuses his conclusion to the premise of the subject and object of what is being communicated, no communication is possible or exist.
When Senator Igisomar adamantly expressed a thought that CIP grant funds gifted by the federal government could be offset for the debt the CNMI government incurred over past years and suggesting it as a sound and intelligent public policy, such revelation give rise to a disclosure of his “autonomous conceptual construct.” This discourse and many more that had been misspoken in recent weeks by Igisomar marks the mindset of an unconscionable conclusion that is contrary to the common premise on government debts to CUC. Once this matter became a public domain information, the public frame up the communication into its own conceptual perception. Thus, Igisomar is now tattooed as deranged with reality and out of touched with simple logic.
Our accidental governor homing in the people’s office of the governor is no different than what Igisomar thought processes on public policy matter. The “autonomous conceptual construct” of such politician makes us wonder whether our house is in order and the indigenous people of these islands are disposable and dispensable matter that matter less in what public policy driving this governor.
If spoken words peel the skin by this politician, we can assess what is being stored and coming for the indigenous people. In speaking with the commercial and subsistence farmers at a recent gathering, the attention emerged in that the governor could not have articulated what the preferred policy is. Telling the farmers to talk among themselves and formulate the solution and then let him know is not an intelligent or wise decorum that should have been installed. This content and condition to some reflect that this accidental governor is fishing for reasons. And, when uncertainty creeps in the wedge, it is no ones fault. In other words, we can always and almost with certainty size up what we are dealing with here. Little matters like speaking with farmers may not be the only factor or criteria that give indication of a sure thing, pattern displayed in speeches such as this do firm up the “autonomous conceptual construct” and over time such content and conditions do manifest the real cause of how our accidental governor is heading the course of the CNMI government. When evidence builds up as it would, we loose control because the rash that used to be only a small itchy skin irritation actually cause of the origin of a growing irreversible cancer.
We are being reminded yet again, that in the last general election BSI dumped into the people some $10 million just months before people expressed their votes. This was framed as a “relief” for high and expensive utility charges that burdened CUC’s ratepayers. But, this also wedged in forging on the integrated casino industry legislation, and the ploy won.
In recent weeks, we are noting are renewed interest of CUC board to release the unclaimed subsidy in the stagnant account of this funds as “relief again” for ratepayers yet once again. And, this is just in time again before the start of the voting season.
The biggest news came revealing what is BSI assurance and expectation to remit some $32 million to the CNMI government in FY2017. How much money this gross receipts tax came about? Well, it is estimated that BSI will generate at least $720 million in gross revenue. While BSI’s Grand Casino is under-construction and only the Duty-Free Galleria premise is operating earning income, does it add up that this is possible? Is this a cover up or deliberate march that BSI and its parent company now showing their dark side in piercing its corporate power and control over a government that still trying to learn how to regulate the very industry that they mastermind with the principals of the accidental governor and lieutenant governor of the CNMI government. What will happen for the CNMI government for the immediate future is beginning to shape form and what studies had confirmed in what the CNMI government is stepping on will be completely subservient to dominant corporate power the size and potential of BSI and its corporate conglomerate. The problem is the CNMI is only getting an insignificant share of the lion share. Our elected representative must take note of this. But, the accidental governor seeing this as satisfactory, must be thinking that the indigenous people of the CNMI are bunch of “id 10t” people. This I believe should start the next discourse and intellectual search by the indigenous people. It is not wrong to tell a naked king parading in public when he actually is cloth-less. Speak out before it is too late.
