Aldan named to head new IT office

Clifford H. Aldan has been appointed chief of the newly created Office of Information Technology within the Department of Finance.

Gov. Ralph DLG Torres notified legislative leaders last week about Aldan’s appointment as chief information officer. He will be receiving $80,000 per annum. The governor’s letter did not indicate Aldan’s background.

In executive order 2021-09 he issued last April 27, Torres directed Finance Secretary David DLG Atalig to create the Office of Information Technology, with the chief information officer serving under and reporting directly to Atalig.

The governor said the lack of a centrally coordinated efforts on unified software platforms has placed the CNMI government at great risk of cyberattacks. Currently, most agencies and government facilities either have in-house IT staff or outsource their IT needs to local or off-island third-party vendors.

He said the lack of cohesion between software vendors between departments and agencies of the government inhibits collaboration and hinders adaptation to more advanced tools at great expense to the Commonwealth.
