Regarding the Governor’s legal counsels’ concern about the legality of the NMI-decent-only vote on the land deal, they are correct.

Years ago, I believe in the late 1980s or early 1990s, in the case of Freddy Rice vs State of Hawaii (it might have been Hawaiian Home Lands included), Freddy went all of the way to the highest court because he was denied participation when voting was restricted to people with Hawaiian blood.

This is something for the lawyers to look up. This was a landmark case and forever changed the way that Hawaiian Home Lands do business up to this time.
