ABTC asks retailers to submit alcohol, tobacco report sales
The Department of Commerce’s Alcohol Beverage and Tobacco Control Division is requiring all licensed shops and other establishments to submit monthly sales reports of their alcoholic beverages and tobacco products. The new requirement took effect in January this year and the deadline of submission is every 15th day of the next month.
Only Class-2 tobacco merchant retailers, Class-3 On-Sale, Class-4 Off-Sale, and Class-7 Special Liquor Licenses are required to submit their alcohol and tobacco products’ monthly sales reports.
Commerce Secretary Mark O. Rabauliman said the monthly report only applies to establishments that fall within the four classes of retailers. The same requirement will only be required of Class-8 (casino license) and Class-9 (e-gaming license) retailers upon full implementation of their respective licenses.
“Requirement for Class-8 and Class-9 will be required upon the completion and promulgation of regulations for the full implementation of license. The monthly sales reports from manufacturing and wholesalers will not be required as they are being recorded separately,” Rabauliman said.
Collecting general information of the exact number of individual alcoholic beverages and tobacco products was the main purpose of requiring each classified licensed retailers to submit their monthly sales reports.
“This requirement does not intend to collect information with respect to the actual inventory of alcohol and tobacco products nor will it require to collect information with respect to the actual dollar amount of sales generated from the licensed retailers,” said Rabauliman.
He added there would not be any duplication of information since it will also be reported to the CNMI Department of Finance’s Division of Revenue and Taxation. “What we will be capturing in the report is the actual individual number of alcohol and tobacco products being sold at licensed retail establishments.”
ABTC director David R. Maratita said the data collected from the reports hope to address the CNMI Epidemiological Profile’s information gap at the Community Guidance Center under the Commonwealth Healthcare Corp.
“It will be very interesting to see the next EPI profile report,” said Maratita.
