Togawa sues Del Rosario over her termination at DPL
Consolacion C. Togawa has filed a lawsuit in federal court against Department of Public Lands Secretary John Del Rosario over her alleged improper termination as head of the DPL’s Homestead Division.
Togawa, through counsel G. Anthony Long, asserted that the true reason for Del Rosario’s terminating her employment was retaliation for her not being a Covenant Party supporter.
Togawa said the other reason is beause of her association with Ana-Demapan Castro, the former chairperson of DPL’s predecessor, Marianas Public Lands Authority.
The plaintiff asked the U.S. District Court for the NMI to order Del Rosario to pay her damages, court costs, and attorney’s fees. She demanded a jury trial.
Saipan Tribune tried but failed to get Del Rosario’s side.
Long stated in the complaint that prior to March 16, 2006, Togawa was employed by DPL as chief of the Homestead Division.
Long said that, by a memorandum dated March 16, 2006, Del Rosario reassigned Togawa to the Planning Division’s Mapping and Surveying Section to assist with land and map research and investigation.
Upon reassigning Togawa, Del Rosario appointed Jerome K. Aldan as acting chief of the Homestead Division, the lawyer said.
Long cited that less than one week later, by memorandum dated March 22, 2006, Del Rosario terminated Togawa’s employment with DPL.
