Eliminate change orders in Tinian, Rota hemodialysis

Department of Public Works Secretary Jose S. Demapan has underscored the need to avoid change orders in the ongoing hemodialysis project for Tinian and Rota.

Demapan, in an interview with Saipan Tribune, emphasized that DPW wants to make sure not to experience what happened with the construction of the hemodialysis center on Saipan where there were “too much change orders.”

Demapan said the construction of the hemodialysis centers on Rota and Tinian would go smoothly if change orders can be eliminated as much as possible.

“Change orders usually lead to lawsuits, delays, price increase,” he pointed out.

The official said there is no exact start date on the construction of the Tinian and Rota projects as they are still in the initial phase. Both will be funded by Capital Improvement Project funds.

“If we do it right this time, it will be okay. But we’re still planning those things. Those are the things that we need to do the right way,” he said.

The hemodialysis center on Saipan had an estimated cost of $5.7 million, but reached $17.5 million due to revisions and change orders on the design particularly the expansion of the parking lot to 220 spaces and upgrading of the water system. (Ferdie dela Torre)
