Corrections officer charged for alleged assault of inmate

The Attorney General’s Office filed charges yesterday against a Corrections officer for allegedly assaulting a teenage inmate at the Department of Corrections.

John Lairopi William, 32, was charged with assault and battery, and misconduct in public office. He was summoned to appear and answer the charges in Superior Court on May 8 at 9am.

Chief Prosecutor Jefferey Warfield Sr. alleged that on March 9, 2006, William struck Robert Jake Palacios in the face. Warfield said the defendant, being a public official with the DOC, committed an illegal act of assault and battery. No other details were given.

Court records show that on Feb. 26, 2006, the 18-year-old Palacios, then an inmate at the Juvenile Detention Facility in Kagman, escaped from the facility, but was later arrested in San Antonio.

Detective Vincent S. Mareham stated in his report that investigation showed that Palacios was inside the visitation room in the Juvenile Detention Facility and asked a staff if he could use a pen.

When the staff opened the door to give him the pen, Palacios ran out from the visitation area toward the parking lot, then proceeded to the hill leading to the Santa Soledad Church.

Mareham said Police Officer Jackson Jack later arrested Palacios in San Antonio and brought him to the Department of Corrections in Susupe.

Mareham said the defendant has been violent toward personnel at the Juvenile Detention Facility.

The detective said Palacios apparently had threatened that he would do something unless he is not transferred to the adult facility in Susupe.
