Fitial reshuffles some Cabinet members
Gov. Benigno R. Fitial has reassigned Corrections Secretary Ray Mafnas to serve as senior policy adviser to the administration.
Mafnas will replace John Del Rosario, who has been appointed to serve as secretary of the newly created Department of Public Lands.
The governor also named former police director Juan M. Ayuyu to replace Mafnas as secretary of the Department of Corrections.
“Please extend you full cooperation to Mr. Mafnas and Mr. Ayuyu as they carry out their new duties on behalf of the people of the CNMI,” Fitial said in a memorandum to all government departments and agencies.
The reorganization took place following Del Rosario’s permanent appointment to DPL, which succeeds the abolished Marianas Public Lands Authority. Del Rosario, who was originally Fitial’s senior policy adviser, had initially served DPL in an interim capacity.
A former police director, Ayuyu earned an associate degree in police science at the Honolulu Community College. He completed his bachelor’s degree in Criminology at University of Hawaii Manoa in 1982.
He was then employed as a detective on Saipan and at one point, served as supervisor of the Patrol Section. He has also worked with Rota DPS.
In 1998, he was hired as assistant chief for the Division of Corrections. He also taught in the Police Academy.
In related news, Fitial assigned special assistant for administration Esther Fleming to assume additional responsibilities temporarily.
Effective immediately, Fleming will serve as special assistant for women’s affairs through May 5, 2006, and as executive assistant for military and veteran affairs through April 17, 2006.
