CPA checks Air Saipan’s background
The Commonwealth Ports Authority is conducting a background check on Air Saipan following the latter’s announcement of its plan to fly between Saipan and Japan early this year.
“As discussed in our meeting, could you please provide us with Air Saipan’s complete copy of articles of incorporation, a brief corporate background and copy of each principal’s resume? The CPA is also interested in Air Saipan’s latest schedule of operation, which outlines each major event that leads to the actual commencement of operation,” said CPA executive director Lee Cabrera in a Feb. 16, 2006 to Craig Champion, Air Saipan’s vice president for International Marketing & Business Devt.
Cabrera said he met with Champion and Dave Raybould on Jan. 19, 2006 “regarding Air Saipan’s plan to provide air services between Japan and Saipan.”
“It is without a doubt that Air Saipan’s ambitious schedule to commence air service by early this year is a major challenge,” said Cabrera.
In the letter, the CPA official also asked for the company’s certificates or applications with the U.S. Department of Transportation or Federal Aviation Administration “for aircraft worthiness and operating license.”
On CPA’s part, he said “we still need to review your progress on complying with CPA’s airport rules and regulations.”
These include insurance, airline use agreement, surety bond, and an appointment of an official ground handler.
The company reportedly planned on chartering a Boeing 757 aircraft.
Air Saipan’s stakeholders placed the company’s initial investment at $3 million.
