Police arrested on Monday a man who allegedly robbed his former girlfriend who was walking on her way home to Garapan.

Norris Osiik Omengkar, 37, was taken to the Superior Court Tuesday on charges of robbery, theft, assault, disturbing the peace, and contempt of court.

Associate Judge Ramona V. Manglona imposed a $12,500 cash bail for Omengkar’s temporary liberty. The preliminary hearing was set for March 7.

Detective Andrea Ozawa stated in her report filed in court that on Feb. 10 around midnight, the victim was walking on her way home from the USSP Club in Garapan.

Ozawa said the victim was surprised when Omengkar appeared from a dark alley and asked her to follow him.

When the victim refused and told him to leave her alone, the defendant got mad and grabbed her necklace.

The former girlfriend shouted at Omengkar to stop or else she would call the police. The defendant laughed at her and ran across the road.

The woman went to Winchell’s Doughnut. Police were called.

Police learned that there is a pending court order, prohibiting the defendant from harassing, attacking, or contacting the victim.

In September 2002, police arrested the defendant for allegedly beating up his then live-in partner for refusing to have sex with him at their residence in Lower Miha, Garapan.

Police said the victim sustained a black and swollen right eye and had dark purple bruise on the right bicep.
