Governor trims personnel review process

The governor’s special assistant for administration will no longer be involved in reviewing requests for personnel action and excepted service employment contracts.

Gov. Benigno R. Fitial has rescinded an expenditure control imposed by his predecessor’s Directive 215, saying that it was not required by statute.

Fitial also said that the disadvantage of routing new hires through the SAA outweighed its benefit.

“Review by this office certainly assists in controlling expenditures, but at the cost of additional processing time/labor and systemic inefficiencies that have resulted in missed paydays, delays in filling vital positions, and other employment problems,” he said.

He also reminded the expenditure authority for each department or agency that they are responsible for initiating only personnel actions and employment contracts that are absolutely necessary and meeting all budgetary, statutory and regulatory requirements.

According to the governor, the Office of Management and Budget and the Department of Finance will continue to review all requests for personnel action and contracts for funding availability.

The Personnel director, who also serves as the governor’s special assistant for personnel matters, will review and certify all personnel actions in relation to compliance with relevant statutes and regulations.

Meanwhile, all excepted service employment contracts will continue to be reviewed by the attorney general for legal sufficiency and to require the governor’s approval and certification.

“I hold these public officials accountable for exercising the utmost level of fiscal responsibility at all times when committing this government to the expenditure of public funds,” Fitial said.
