Arrest warrant out vs. ex-CUC Rota employee
The Superior Court issued on Friday an arrest warrant against a convicted former employee of the Commonwealth Utilities Corporation on Rota for failing to appear during a review hearing of his case.
Associate Judge Juan T. Lizama ordered the Department of Public Safety commissioner to arrest Joaquin S. Quitugua, former CUC administrative officer III on Rota.
Lizama commanded the DPS commissioner or his officers to bring Quitugua to court “without unnecessary delay” for not showing in court on Thursday.
The judge said Quitugua would be released after posting $2,000 cash, but he must appear in court at 9 a.m. “on the next business day.”
The former CUC employee was convicted in 1997 of theft by failure to make required disposition of funds received, theft, embezzlement, and forgery.
Then Superior Court Associate Judge Miguel Demapan sentenced Quitugua on May 14, 1997 to 20 years, all suspended except the first two years, without early parole.
Demapan placed him on 18 years of active probation and required him to pay $135,000 in restitution to CUC. (Ferdie de la Torre)
