CUC back to board’s control

Commonwealth Utilities Corp. comptroller Sohale Samari took office as acting CUC executive director, as the resignation of deputy director Bernard Villagomez became effective yesterday.

Samari will hold the position in an acting capacity until a permanent executive director has been named.

Former CUC executive director Lorraine Babauta retired last week. She was temporarily replaced by Villagomez, who went on leave starting today. His resignation will be in effect on Dec. 31, 2005.

Samari assumed office, as Gov. Juan N. Babauta ended the seven-month state of emergency and turned the autonomous agency back to the control of the board of directors.

In a public briefing Tuesday, Babauta said he had decided to end the state of emergency for two reasons,

“First, the Commonwealth is no longer threatened by a catastrophic collapse of the utility system,” Babauta said. “The second reason is out of respect for the incoming administration. They will have their own ideas and plans for keeping the utility running and the Commonwealth safe. So I want to leave CUC in the management status provided by law and not in a state of emergency.”

The CUC board of directors consists of chairman Francisco Q. Guerrero, vice chairman Herman P. Sablan, and members Allen Perez, Laura Manglona, and Joe Torres. The board has been lacking one member since the term of Velma Ann Palacios expired several months ago.
