New RFPs out for 3rd party administrator, drug prescription services

The NMI Retirement Fund has issued new proposals for the government’s group health third party administrator and prescription drug benefit management services.

Fund administrator Karl T. Reyes said the government is seeking for a three-year service contract with a third party administrator.

Likewise, the RFP for prescription drugs calls for the same duration.

Right now, the Fund maintains an extended contract with Hawaii Pacific Medical Referral as third party administrator.

HPMR signed a three-year contract with the Fund in August 2001.

At present, HPMR also handles the prescription drugs management aspect of the program.

Reyes said HPMR is tapping the services of Rx America for prescription drugs.

Under the new plan, the government would award a separate contract for this purpose.

The winning contractor would handle all the billings for prescription drugs and charge the government for such a service accordingly.

Reyes said that the RFPs have been published on Saipan late last week and on Guam on Dec. 14.

He said there is no need to publish the RFPs in Hawaii since the Fund would just send direct proposals to potential providers there.

He said group health consultant Karen Bauder provided the agency with names of potential providers in Honolulu.

The issuance of new RFPs came following the CNMI government’s rejection of a privatization program for the group health plan.

The Fund said that the proposed privatization would result in tremendous increase in rates.
