‘Hold off on binding contracts, actions’

The incoming administration has asked its predecessor not to make any binding personnel actions or enter into service contracts during the transition period.

If such actions could not prevented, the outgoing administration should at least consult the next administration’s transition team.

“In efforts to continue developing and positively serving our people of the Commonwealth of the Northern Mariana Islands, we respectfully request that during the transition period to the new administration of governor-elect Benigno R. Fitial and lt. governor-elect Timothy P. Villagomez, your current administration refrain from memorializing any permanent or binding actions,” the recently elected officials told Gov. Juan N. Babauta.

Specifically, Fitial and Villagomez asked the current administration to refrain from:

* Converting any appointees, exempted service employees, and limited term appointees to any permanent status;

* Hiring any new government employees or renewing employment contracts;

* Increasing salaries, promoting employees, and granting within-grade increases to any Executive Branch employees;

* Committing to any contract for purchase of government services or equipment that would bind the CNMI government for any duration beyond Babauta’s administration; and

* Committing any federal and local funds for any new projects that would bind the CNMI government for any duration beyond Babauta’s term.

“In the event that your administration finds it necessary to bind the CNMI government in any emergency situations, we respectfully ask that you will include our administration-transition team in the decision making process,” Fitial and Villagomez said.

Babauta earlier vowed to facilitate a smooth transition of power to his successor.

The new administration will assume office on Jan. 9, 2006.
