Complete 2005 budget remitted to PSS

For the first time in years, the local government has remitted to the Public School System its 2005 budget in its entirety.
PSS director of finance Richard Waldo said it is the “first time in history” the government has transferred this early all of the $37.2 million allocated to PSS from the previous fiscal year.
Waldo said it usually takes the local government six to nine months to remit all the remaining balance from the previous fiscal year’s budget allocation.
Waldo said that save for the automatic 1 percent reduction of $372,100 for the Office of Public Auditor and 2 percent, or $744,199, for deficit reduction—the total funding amounting to $36.1 million was remitted to PSS on Oct. 17.
He said the local government usually holds the remaining “all others” budget from PSS but, for the first time in at least five years, “every dime was given to us.”
“Governor [Juan N.] Babauta gave us the money on time,” he said.
A report prepared by Waldo’s office yesterday stated that as of Monday this week, the local government has remitted the following amount to PSS: $34.53 million for personnel expenditures; $92,400 for housing; and $1.48 million for operations.
Waldo asked his staff members who have been with PSS since 1994 about the “rare” transfer and one reportedly said that she has been with the PSS since 1994 and this was the only year that the local government completed on time their remittance of PSS’ money. The staff member said the records now show zero remaining balance to transfer from the local government to PSS on all allocations for personnel, housing, and operations.
Waldo said in the past the local government was never on time in completing the transmittal of the budget to the PSS. He said even during the time of former governors Froilan Tenorio and Pedro P. Tenorio, the timely transfer never happened.
