Senate to fund teacher certification program

A bill tapping unclaimed lottery prizes to fund the Public School System’s teacher certification program was recently introduced in the Senate.

Senate Bill 14-95, authored by Senate president Joaquin G. Adriano, aims to support the certification of all PSS teaching personnel by amending certain sections of the Lottery Commission Act.

The bill said that, if a claim is not made for the money within the specified time, the prize is deemed unclaimed and it shall be deposited into a sub-account for the PSS teacher certification program.

It puts the expenditure authority on the education commissioner specifically “to support the certification program and provide financial assistance to teachers in PSS enrolled in such program.”

Adriano said this measure would boost the No Child Left Behind Act as it intends to facilitate the certification of PSS teachers.

The certification, he said, “will help ensure that public school students are taught by teachers who have met the threshold requirements through certification to teach effectively, by which their teaching ability can also be evaluated and measured.”

He said that at present, “not all teachers in the PSS are certified.”

PSS has about 500 teaching staff. (Liberty Dones)
