OPA analyst passes CGAP

Robert Torres, an analyst at the Office of the Public Auditor since 2002, has passed the Certified Government Auditing Professional examination. He took the exam in November 2004.
He was awarded the CGAP designation by the Institute of Auditors last Dec. 15, 2004, according to the memorandum of commendation issued Dec. 29 by Public Auditor Michael S. Sablan.
Sablan said that Torres’ achievement makes him the first CNMI resident to have earned the CGAP designation from the Institute of Internal Auditors, an accomplishment that Sablan said brings pride to Torres and his family, including the OPA.
CGAP is a group of licensed professionals who have met the challenge of certification and have proven their knowledge of government auditing.
“Passing the challenging CGAP exam and achieving this CGAP certification from ILA are truly distinguishing marks for Robert,” said Sablan.
Sablan encourages all OPA staff to continue to take full advantage of training and professional development opportunities available and to seriously consider working toward recognized professional certifications. He commended Torres for the hard work, dedication and the discipline that have earned him the prestigious CGAP designation.
Torres graduated with a bachelor’s degree in Economics from the University of Nevada in Las Vegas. Aside from in-house training at OPA, Torres was also one of four OPA analysts who took part in a three-month OPA-OIG Auditor Training Program at the DOI Inspector General’s Sacramento, California office in 2003.
He also served as a staff auditor in OPA’s audit of Commonwealth Health Center’s nurse hiring practices, which was released in 2003. He is currently completing an audit on the Department of Labor’s nonresident worker permitting processes. Torres was awarded Employee of the Year in 2003. He is married to Carla Coldeen, who is expecting their first baby, due in March 2004.
