Tips needed to solve 2 cold homicide cases

The NMI Crime Stoppers is seeking tips from the public to shed light on two separate homicide cases that occurred over four years ago in the Chalan Piao area.

The first occurred on Feb. 5, 1999 at the KSH Poker establishment located at the Sablan Enterprises and Hardware building on Beach Road across Hopwood Junior High School.

According to Crime Stoppers, a call to the Department of Public Safety at about 5am reported that the poker room was open yet seemed abandoned, with no signs of any employees.

A patrol officer was dispatched to the scene and discovered the dead body of a woman later identified as Marsha Kim in the cashier’s booth. Kim, a Korean, was the owner of the establishment. Autopsy later showed that Kim died of multiple stab wounds to her upper body and back.

“Investigators are interested in talking to those people who were in the establishment the night before on Thursday, Feb. 4, 1999 at around 11pm till the following morning, Friday, Feb. 5, 1999,” Crime Stoppers said.

As the establishment is adjacent to a main road, investigators believe that motorists or pedestrians may have seen unusual or suspicious person(s) or vehicle(s) in the vicinity between 11pm Thursday and 5am Friday.

The other homicide case was reported on Aug. 7, 2000 at the Korean BBQ Restaurant across the Joeten Shopping Center.

Responding officers indicated that two victims sustained gunshot wounds. Autopsy confirmed that the male victim, identified as Kin Fai Tse, died of multiple gunshot wounds.

Preliminary investigation at the scene showed that Tse had entered the establishment for dinner sometime after 3am, accompanied by several friends. Witnesses said that two men, whose faces were covered by dark ski masks and were wearing white long-sleeved shirts and white pants walked into the restaurant. Armed with handguns, both opened fire directly at Tse, and in the process, also shot his girlfriend, who survived.

“Mr. Kin Fai Tse has been on Saipan traveling back and forth from Hong Kong, China,” Crime Stoppers said. “On March 2000, he eventually came back to Saipan as an overseas contract worker for Pacific Century International Inc., as an assistant manager.”
