Firearms safety education class mandatory

Attending a firearms safety education class before becoming a registered owner of a firearm is now a requirement after the passage of House Bill 14-209, introduced by Rep. Ray Tebuteb.

The bill indicated that the Department of Public Safety should conduct mandatory firearms safety education class prior to issuance of firearms identification cards, which increases awareness on proper use and the type of safe firearms by anyone desiring to own any type of authorized firearm in the Commonwealth.

The bill also aims to enhance safe handling of firearms, and to prevent unnecessary injuries due to lack of awareness on proper safe handling of firearms.

DPS must now provide certified instructors from the National Rifle Association, which has been conducting trainings and education programs, to conduct the Mandatory Firearms Safety Education Class.

Hunting license applicants will also be required to attend the class, which costs about $10. Fees would be used to fund the MFSEC.

Also, funds from any federal grant awarded to the CNMI Division of Fish and Wildlife authorized by Federal Aid in the Wildlife Restoration Act of 1937 would be used to supplement the costs of conducting the classes. (Shan Seman)
