Bill to re-appropriate CIP funds for construction of classrooms
The chair of the House Committee on Education has introduced a bill that would re-appropriate over $300,000 in capital improvement project funds for the construction of classrooms.
In the bill, Rep. Justo S. Quitugua listed 20 different CIPs that have been completed, but have fund balances totaling $306,687. He proposed that this amount be re-appropriated to supplement the funding of the ongoing construction of additional classrooms.
“The Legislature finds that the Public School System’s student population has increased every year, thereby creating overcrowded classrooms. The Legislature further finds that overcrowded classrooms are not conducive to improving learning,” a portion of the measure read.
According to the bill, $174,089 of the funds to be re-appropriated would come from CIP funds for the Kagman elementary and high schools.
The next biggest fund balance would come from the Dandan Elementary School’s collateral equipment project, amounting $31,458. This is followed by the balance from the Sinapalo Elementary School completion, at $18,604; the Oleai Elementary School outdoor stage project, at $12,861; and the WSR Elementary School stage at $11,108.
Other projects have fund balances ranging between about $10,146 and $375. These include WSR Headstart classroom, Marianas High School gym, Tanapag Elementary School renovation, the Saipan Southern High School road paving, purchase of collateral equipment for Tinian High School and Sinapalo Elementary School, and MHS special building projects.
