On behalf of the CNMI Council on Developmental Disabilities members and staff, thank you for the opportunity to comment on House Bill No. 14-009; more specifically, “To establish the Commonwealth Respite Services Programs; to designate the CNMI Council on Developmental Disabilities as the program administering authority; and to provide for community respite services programs” now before you for action.

As a public policy council, this bill was part of our systems change advocacy goal to advocate for the passage of a family support legislation mandated in our five-year state plan goal, which latter became our public policy initiative of the CNMI Council on Developmental Disabilities. Sponsored and introduced by our legislative disability advocate, the Honorable Congressman Benjamin B. Seman, we have worked diligently with the Congressman in the 13th and now the 14th Legislature to refine a compromise version and pass the legislation. Therefore, we highly support and recommend that you sign HB. 14-009 into law without any further comments from this office.
