New deadline set for Plumeria Estates proposals
The CNMI Housing Task Force has extended the deadline for submission of developer proposals for Plumeria Estates until Oct. 14, leaving the agency only 11 days to award the contract to the winning proposer.
The Housing Task Force has targeted to commence construction of the 128 new subdivision homes no later than Oct. 25. It intends to make good on this plan, Task Force chair Mariano R. Bermudes said.
He expressed confidence the task force would be able to review the proposals, come up with a choice, award a contract, and still meet the Oct. 25 target.
“I think we have sufficient time,” Bermudes said.
The submission period for proposals was supposed to end at 2pm yesterday. But according to Bermudes, the deadline has been extended until Oct. 14 due to pending issues with a permit condition set by the Division of Fish and Wildlife and the funding requirement for the infrastructure part of the housing project.
He refused to elaborate on the problems, saying that it is premature to issue specific details.
The Plumeria Estates project includes construction of up to seven different styles of residential homes based on plans and specifications provided by the Northern Marianas Housing Corp. A total of 128 houses with two-, three-, and four-bedroom units will be available to first-time homeowners at a low price.
The new subdivision will be located in approximately 13 hectares of land near Tottotville Subdivision in Koblerville.
Construction is expected to be completed within 600 days after issuance of the notice to proceed. If things go as planned, the housing project would be finished by June 2006.
Capital improvement project funds—a combination of monies from the federal and local governments—will be used for the construction of the infrastructure part of the project. This includes landscaping, roadways, sidewalks, green areas, drainage, electrical distribution systems, and water distribution systems.
However, the construction of the actual houses will be financed by the developer. The mortgages of the completed homes, in turn, will be used to reimburse the developer for the costs of building.
